Policy changes and nasty attitudes
Sometimes being too patron focused can be a failure of a public service department. Except when that person pushing the change is not in the public service department anymore and would not have to handle the result of such actions. This is how to almost encourage insanity. When the idea comes from a person who won't be the one to deal with the chaos of changing policies then the change is a super great idea. And when the public service department looks at you with your giddy change policies grin on your face and you can't figure out why they look at you in disbelief you'll know why. Trying to drastically change policies that will negatively affect one department and not impact yours is bad for team building. To you it may be a super awesome idea but implementation is often overlooked. And it's just not being very considerate to pass off the hell onto your collegues for the sake of your great change idea. Find something else to put on your performance review.
